Is Online Betting Legal in the US?
The legality of sports betting in the US has changed significantly in recent years. The good news is that it is becoming easier to wager online in more states.
Since a Supreme Court ruling in 2014, legal online sports betting rules have been made state-by-state. Another seismic change came in May 2018, when the Supreme Court struck down PASPA—the Professional and Amateur Sports Protection Act. This made it significantly easier for states to legalize sports betting. And since PASPA was repealed, the sports betting industry has started to grow significantly in the US.
However, note that many states still see a difference between in-person, online, and mobile sports betting.
In some cases, for example, in-person sports betting might be legal, but doing so on your computer may be prohibited. Other times, you can wager on a computer but not using your mobile device. Be sure to check the rules for your state, before starting your betting journey.
Regulated Sports Betting States in the US
The betting landscape in the USA is changing continuously. At the time of writing, however, there are 32 states that regulate online sports wagers.
Which States regulate Online Gambling
Choose State
After legislative approval, retail sports betting became legal in 2019, with the first online sportsbooks launching in March 2022. Governor Asa Hutchinson championed the legislation, advocating for the modernization of the state’s gambling laws. Betting sites operate under license from the Arkansas Racing Commission and must partner with existing physical casinos.
Colorado legalized online sports betting in May 2020, with sportsbooks going live on the same day. The bill enjoyed bipartisan support, notably from Senator Chriss Holbert, aiming to boost state revenue. The Colorado Division of Gaming issues licenses and collates betting stats.
Online sports betting was legalized in March 2021, and sportsbooks started launching in October of the same year. The Connecticut Department of Consumer Protection regulates the market, with operators required to partner with state lotteries or tribal casinos.
Delaware has offered a “sports lottery” since June 2009 and legalized sports betting on June 5th, 2018, making it one of the earliest adopters post-PASPA. The Delaware Lottery regulates sports betting and made exclusive agreements with William Hill to supply the state’s three casinos with betting products.
After bills HB 1317, HB 1321, and HB 1319 failed to garner enough support in 2021, Florida finally legalized sports betting in December 2023 via the SB 2-A bill. Hard Rock Bet, operated by the Seminole Tribe, is currently the sole provider and will likely remain so for the foreseeable future. The Florida Division of Gaming Enforcement handles regulation.

Vermont legalized online sports betting in May 2023 after passing HB 127. The first two mobile betting apps took bets in January 2024. The Department of Liquor and Lottery (DLL) ensures all players abide by rules and restrictions, including no advertising on college campuses and no gambling on college sports involving Vermont teams.
Virginia legalized online sports betting in April 2020, and online sportsbooks launched in January 2021, generating a handle of $58 million within the first 11 days. The Virginia Lottery Board is the assigned regulator for the close to 15 mobile betting apps.
Washington legalized sports betting in March 2020, but mobile betting is limited to tribal-run retail locations, primarily within casinos. Tribal authorities manage regulation under a state agreement. Discussions continue about the potential expansion of mobile betting in the future.
